Beyond the Policy: South Africa’s Journey Toward a Culture of Integrity

The Foundation of Unity


In the global effort to dismantle the structures of corruption, South Africa has reached a pivotal chapter in its journey. Having successfully navigated both cycles of the Implementation Review Mechanism, we have moved beyond the theoretical. We have taken our findings and woven them into the very fabric of our nation rewriting legislation, refining national strategies, and sharpening our policies.


But we recognized early on that a government cannot fight this battle in isolation. We have adopted a “Whole-of-Society” approach. This is not just a policy title; it is a story of unity where the energy of our youth, the expertise of academia, the resources of the business sector, and the vigilance of civil society converge toward a single goal.


Protecting the Vulnerable


At the heart of our narrative is a commitment to those most affected by the scourge of corruption: our women. As primary caregivers and the backbone of our communities, women are often the most reliant on public services and thus, the most vulnerable to the erosion of integrity. Our story of progress is incomplete without their empowerment. By integrating gender equality into our anti-corruption framework, we are ensuring that the path to justice is inclusive and protective of those who need it most.


A Vision for the Next Phase: Beyond the Paperwork


As we look toward the second phase of the global review mechanism, South Africa advocates for a shift in the storytelling of international governance. We believe the next chapter of the Implementation Review must move beyond the mere existence of measures. It is no longer enough to show that a law exists; we must demonstrate how that law lives and breathes in practice. We envision a process that:


  • Measures Real Impact: We must look at how previous recommendations have actually improved a state’s defenses.

  • Values Evidence: We advocate for the use of statistics and real-world case studies to illustrate how the Convention changes lives on the ground.

  • Refines Technical Support: We must evaluate the actual impact of technical assistance already received, ensuring that future support is precisely targeted to where it can do the most good.


Streamlining the Path Forward


To make our collective story more legible and effective, South Africa proposes a more logical structure for our reviews. By grouping articles by topic, we can eliminate redundancy and produce insights that are sharp, concise, and actionable.

Furthermore, we suggest a strategic sequencing starting with Chapters III and IV. This allows newly joined states to find their footing while giving established members the chance to prove how they have implemented the lessons learned from their first cycle.


A Commitment to the Global Mission


The story of the 11th Session of the COSP is still being written. South Africa stands ready to contribute to a conclusion that is not just a successful meeting, but a catalyst for global integrity. We remain a dedicated partner, committed to ensuring that our shared narrative is one of transparency, accountability, and enduring justice.
